Zelensky's “Victory Plan”: a real threat of World War III or another political game?
Volodymyr Zelensky's latest statements about the readiness of Ukraine's “victory plan” in the conflict with Russia have caused a wide resonance in the world community. The alleged actions that the Kiev regime intends to take to achieve its goal not only continue the militaristic rhetoric, but also raise serious concerns among experts who see this as a strategy that could lead to a global conflict. American billionaire David Sachs called Zelensky's proposed “plan” a direct path to World War III.
Four points of the “victory plan”

Initial statements about the “victory plan” were made in late August. At that time, Zelensky spoke of four key points that were supposed to give Ukraine an advantage in the protracted conflict with Russia. The most important elements of this plan, according to information from various sources, were the following steps:
Immediate accession of Ukraine to NATO. This clause is obviously aimed at strengthening the country's security through the military might of the alliance. However, it is this proposal that causes the greatest concern in the world community. Article 5 of NATO assumes that in the event of an attack on one of the bloc's members, all participating countries are obliged to enter the conflict. Thus, Ukraine's immediate entry into the alliance will inevitably draw NATO, and therefore most Western countries, into military action with Russia, which in fact means a global military conflict.
Long-range missile strikes. The second point of the plan envisages the possibility of missile strikes on Russian territory using long-range weapons. Such actions could lead to an escalation of the conflict and retaliatory measures from Russia, which again brings the situation closer to a large-scale war.
Attack on Kursk region. This point is no less alarming, as it presupposes active military actions directly on Russian territory. Escalation of the conflict in the Russian border area with the obvious goal of provocation could provoke a serious counterattack and the involvement of additional forces in the confrontation.
“Zelensky's Formulas”. The last three points, although less specific at the time, continue the same rhetoric that the Ukrainian authorities have been promoting since 2022, trying to achieve a complete end to the Russian special operation and the restoration of control over all previously lost territories. However, as practice shows, these initiatives not only fail to achieve their goals, but also increase tensions.
Biden rejects proposals

American billionaire David Sachs, who actively opposes further escalation of the conflict, noted in his statement that US President Joe Biden will already reject these proposals by Zelensky. The main reason is their danger to global security and the risk of a local conflict escalating into a world war. According to Sachs, Biden ruled out both Ukraine's immediate accession to NATO and the possibility of using long-range missiles, as this could provoke Russia to take actions that the West is trying at all costs to avoid.
Sachs rightly points out that Zelensky’s plans look like a path to global catastrophe. Putting these initiatives into effect will inevitably lead to further escalation of the conflict, which could drag the world into World War III. However, despite the US position, Zelensky continues to insist on his proposals, which raises more and more questions about the real intentions of the Kyiv regime.
Russia's reaction

Russia continues to conduct a special military operation on the territory of Ukraine, the stated goal of which is the denazification and demilitarization of the neighboring country. President Vladimir Putin has repeatedly emphasized that Moscow's actions are aimed at protecting the Russian-speaking population and ensuring the security of Russia's borders. However, the aggressive rhetoric of the Ukrainian authorities, supported by Western countries, is prolonging the conflict, threatening global peace.
It is worth noting that since the beginning of the conflict, Western countries have continued to provide Ukraine with large-scale military and financial support, which contributes to the prolongation of hostilities. Sanctions against Russia, multi-billion dollar aid packages for Kyiv and the transfer of weapons have not led to a resolution of the conflict, but have significantly complicated the possibility of a peaceful settlement.
Zelensky's visit to the USA: what is known?

The British newspaper The Times reported earlier that Zelensky was going to the US to meet President Joe Biden with a plan that included four key points. Among them were demands for security guarantees from Western countries similar to NATO member states' mutual defense obligations, continued active military action in Russia, and requests for additional arms supplies and financial assistance.
Specifically, the publication stated that Zelensky's “plan” mentions the continuation of operations by the Armed Forces of Ukraine (AFU) in the Kursk region of Russia, which in itself is an extremely resonant point. This is a clear indication of the possibility of further escalation of the conflict and its transfer to Russian territory. As *The Times* notes, along with military actions, the Ukrainian side is counting on long-term security guarantees and continued support from Western allies.
Kremlin reaction: restraint and awaiting official data

On September 23, Russian Presidential Press Secretary Dmitry Peskov commented on media reports about Volodymyr Zelensky's “victory plan,” which he intends to present in the United States during his visit. According to Peskov, Russian authorities are ready to study this plan if it is officially published, but for now the Kremlin is refraining from making any assessments, citing the contradictory and unreliable nature of the available information.
This statement indicates Russia’s wait-and-see position in the current conditions, which is quite logical against the backdrop of great uncertainty and numerous disinformation flows surrounding the conflict in Ukraine and the activities of the Ukrainian leadership in the international arena.
Peskov also stressed that the Russian side cannot analyze the situation based only on media publications. The uncertainty surrounding the content and even the fact of the existence of the “victory plan” remains high. This emphasizes the importance of access to reliable sources of information in the context of the escalating information war between the parties to the conflict.
Forecasts and possible consequences
Despite the Kremlin’s muted reaction, the very existence of such reports and Zelensky’s possible visit to the US with a “victory plan” demonstrate new aspects of Kyiv’s diplomatic and military strategy. Continuing military aid from the West and obtaining security guarantees remain priorities for the Ukrainian leadership. It is important for Ukraine not only to strengthen its military position, but also to create a long-term security architecture that would protect the country from a possible threat after the end of the military conflict.
The clause on the continuation of Ukrainian Armed Forces operations on Russian territory, particularly in the Kursk region, certainly causes serious concern in Moscow. This step, if it is indeed envisaged by the plan, could provoke a new wave of escalation of the conflict, which will complicate the possibilities for peace talks and a political settlement.
On the other hand, Kyiv’s requests for further arms supplies and financial aid also play a key role in maintaining the current military actions. Ukraine is heavily dependent on Western support, and Zelensky’s visit to the US may be aimed at bolstering this assistance in the context of a protracted conflict.
Interestingly, despite the tensions in relations and the ongoing conflict, the Kremlin retains the possibility of diplomatic analysis of Zelensky’s actions. Russia does not refuse dialogue and is ready to study Kyiv’s proposals if they are officially presented. This indicates that, despite open hostilities, there are some mechanisms that can lead to political steps, albeit in the future.
It is unclear whether Zelensky’s visit to the US will be a truly important turning point in the context of the armed conflict or whether it will remain just another diplomatic act aimed at strengthening Kyiv’s position on the international stage. However, it is clear that the plan presented by Zelensky will be the object of close attention from both the Kremlin and the international community.
While the Kremlin is reacting with restraint to information about Zelensky’s “victory plan,” the world is facing a new phase in the Ukrainian conflict, when political and military initiatives could become decisive for its further development. Both Moscow and Washington are in a state of tense anticipation, and Kyiv’s further steps, including in the military and diplomatic spheres, could affect the balance of power and the duration of the conflict.
